when system scaling is not even (175%, 225% etc) typing in the URL bar results in a 'twitch'

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: Windows 10, when the system scaling is set to 175% or 225% (it's not an issue at 100% or 200%) type 2 letters in the URL bar and notice the results 'twitch'. I figured out the cause: it's the padding underneath the URL bar increasing which causes the results to move down slightly. What is the expected behavior? What went wrong? I wasn't able to record video but I did manage to capture it in screenshots. Stage 1 is just typing 'W' into the URL bar, no twitches yet Did this work before? Stage 3: now here is a screenshot of it moved down and 'settled', where it says. Notice the padding underneath the URL bar is now significantly thicker than it Stage 2 screenshot.

billdillensrevenge@ thanks for the issue. Unable to reproduce this issue on Windows 7,10 using the latest stable 61.0.3163.91 and Canary 63.0.3215.0 with the below steps. 1. Launched Chrome and zoom in the page to 175%. 2. clicked on the omnibox and started typing letters and could observe no twitch or jerking of the letters. Please find the attached screen cast for reference. Request you to retry the issue on a new Chrome profile without any flags/extensions and update the thread if the issue still exists. Thanks..

Again, it's not webpage zoom, you have to change the Windows 10 system scaling to 175%

Able to reproduce the issue on Windows 10 using chrome latest stable #61.0.3163.91 and latest canary #63.0.3219.0.
