android_clang_dbg_recipe likely no longer needed

chrome/android now builds with clang by default and gcc is no longer supported. So android_clang_dbg_recipe should no longer be needed since the "normal" bots now build with clang. It's a default cq bot, so this should free up some resources.

It was added in https://codereview.chromium.org/1693403002, so cc'ing folks who were active there.

That bot also builds w/ ASAN and uses both errorprone and findbugs; none of those three things are used on other trybots. As such, we probably shouldn't get rid of it, though we could consider renaming it. (I'm not sure if doing so is worth the effort.)
