Touch scroll on Desktop lost gliding/deceleration affect

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: 1. Navigate to Reddit.com/r/all 2. Try scrolling with finger input (using surface pro 4) 3. Scrolling stop the moment finger lifted from screen What is the expected behavior? Scrolling should continue with a glide effect and decelerate. What went wrong? This issue seems to not happen when restart window and quickly start chrome for the first few seconds. After few clicks, it happens and make browsing experience all stiff. Did this work before? Yes 60? Chrome version: 61.0.3163.79 Channel: stable OS Version: 10.0 Flash Version: Bad UX
