High HDD usage after downloading anything

Reported by kurtext...@gmail.com, Sep 10 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.9 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Start Chrome
2. Download something
3. Watch HDD usage

What is the expected behavior?
HDD isn't permanently on 50%+ usage.

What went wrong?
Screenshots:
when HDD usage is high: http://prntscr.com/gjc8uw
after the problem 'dissolved': http://prntscr.com/gjc9xb

This all happens after I've started a download, even after the download has finished. However, once the usage goes down again (this goes on for many minutes), the second download won't trigger the 'something' again.

I've also tried disabling my Anti Virus program (Avast! Free), however the problem still occurs.

This high HDD usage also prevents favicons from loading (on new tabs).

Did this work before? N/A

This is an issue I've been watching since a few months. I don't really know when it started.

kurtextrem@ thanks for the issue..

Unable to reproduce the issue on Windows 7 using the latest Canary 63.0.3212.0 and Dev 62.0.3202.9 with the below steps,

1. Launched Chrome and downloaded a 10MB file.
2. Navigated to Task Manager -> Performance -> Resource Monitor and could see no issues in HD usage.

Can you please retry the issue on a new Chrome profile without having any flags/extensions and update the thread if you are still facing an issue.

Thanks.
