Steps to reproduce the problem:
1. add "chrome://thumb/" to permissions in manifest.json

Access to thumbnails

Did this work before? No

Chrome version: 60.0.3112.113 Channel: n/a

Marking this as Untriaged, as this is a feature request to add chrome://thumb to permissions in manifest.json file.

Thanks...

We don't typically want to give extensions access to chrome://-scheme URLs for security reasons, and given the NTP no longer uses thumbnails, I don't know how much longer chrome://thumb will be supported.

Because of that, I'm going to close this out.
