LayoutTests/external/wpt/upgrade-insecure-requests/*-redirect-upgrade.https.html are failing

These tests came from https://github.com/w3c/web-platform-tests/pull/4292

In https://chromium-review.googlesource.com/c/chromium/src/+/657646 I am trying to enable them, and a few aren't passing.

external/wpt/upgrade-insecure-requests/image-redirect-upgrade.https.html has many failing subtests.

external/wpt/upgrade-insecure-requests/iframe-redirect-upgrade.https.html is timeout.

Hrm, no, AFAIK upgrade-insecure-requests still doesn't work when following redirects. I think what you're thinking of is that I fixed UIR's interaction with CSP reporting?
