Update to 61.0.3163.80 caused Chrome Remote Desktop to disappear for an existing user

User reported that after upgrading to 61.0.3163.80 Chrome Remote Desktop disappeared from his app list. 

We should only affect new users with app changes.

Again, and as we have discussed this before, the concept of a new user is NOT defined. App changes will affect all users:
1- Added default apps will be installed to all users.
2- Removed default apps *should* not be uninstalled if they already exist.

Number -2- is the issue being addressed in this bug.
