Shortcut for search.

Issue description

When I press ctrl+l nothing happens.

Could be caused by an extension. Try in a new profile without extensions, or in an incognito website without extensions, or open chrome://extensions page, scroll to the bottom, click Keyboard shortcuts and see if there's Ctrl-L, clear it or change to a different one you prefer. 

Could be also caused by since application you're running that intercepts Ctrl-L keyboard shortcut so it'd make sense to try in a new clean OS user profile.

Unable to reproduce the issue on Win10, Ubuntu 14.04 and Mac 10.12.6 with chrome canary #63.0.3212.0 Observed that Ctrl+L is working as expected.

monex249@ Could you retry the same scenario on clean profile with no apps/extensions & with default flags and let us know your observations.

monex249@: As per C#1 & C#4, Please follow below steps:
1. Go to Toolbar, click on people >> Add person to create a fresh profile
2. Open a new tab, enter chrome://flags>> Click on Reset all to default
3. Open chrome://extensions page, scroll to the bottom, click Keyboard shortcuts and see if there's Ctrl-L, clear it or change to a different one you prefer
Then press ctrl+l and revert back with your observation

I fail to see how is this related to the Enterprise label it currently has. I will remove this label but feel free to read with an explanation of the relevance to the enterprise team.
