Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36 Steps to reproduce the problem: 1. I created a google account normally with Sign in to Chrome Option. 2. At the End of Process when Account already Created, I didn't Finish (Not Clicked Last arrow Button). Then I click Back Button Birth Date Page show. Then I change IP with VPN or Wait 2/3 minit. Then I can create A New Account without Phoned Verification. 3. With this trick I can create unlimited Account. What is the expected behavior? What went wrong? Spammer can Spam easily by creating this unlimited Gmail account. Did this work before? N/A Chrome version: 60.0.3112.113 Channel: n/a OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: I'm interested to find next Bugs of Google Chrome Browser. This sounds like an internal bug with the sign-in flow, not a Chrome bug. Can you please attach a video of the issue, so I can file an internal bug?
