Back, Forward and Reload buttons 'twitch' (move slightly) during mouse over when window is not maximized and system scaling is 175%

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.79 Safari/537.36 Steps to reproduce the problem: Windows 10 version 1703, system scaling is 175%: when a Chrome window is not maximized and you hover your cursor over the Back, Forward and Reload buttons, they 'twitch' slightly. If the window is maximized, they do not twitch during mouse over. What is the expected behavior? What went wrong? screenshot attached, and I'm not sure this issue is specific to Windows, can someone else try it on linux, macOS and Chrome OS? Did this work before? this twitching is happens when a Chrome window is split-screen, so it is quite visible and slightly distracting
