If we're scheduling a waterfall restart anyway we should land https://chromium-review.googlesource.com/c/chromiumos/chromite/+/624904 first so that we get a buildslave and allocate it to tatl-full in the same restart.

I thought I'd left some extra slaves on the external waterfall. If the pin bump works, there was already a spare.

The pin bump has to be done AFTER the CL you want to include.
