Have an easy way to search for commits across everyone

Project Member Reported by nyquist@chromium.org, Sep 8 2017

Issue description

Steps to reproduce:
1. Go to https://chromiumdash-staging.googleplex.com/commits
2. Click in the search field.
3. Paste in a git sha1 hash.
4. Click Search

Expected result:
The commit should show up.

Actual result:
To be able to achieve what I want I have to:
- Delete the content of the search field (because it by default searches only for my user)
- Type "commit:" as a prefix for the sha1
- Click search.
