Glitchy keyboard in tablet mode

Chrome Version: (copy from chrome://version)
OS: ChromeOS 63.0.3209.0

What steps will reproduce the problem?
(1) Click the button to attach a folder in an email while in tablet mode

What is the expected result?
File system pops up

What happens instead?
Keyboard pops up, then goes away, then the file system pops up.

This seems pretty glitchy.
