browser_tests: We could duplicate the TabCaptureApi.EndToEnd test, but making sure the tab being captured is a backgrounded tab. It should not only render changes to canvas/HTML, but also video playback should continue while the tab is backgrounded.

performance_browser_tests: We should run our suite of performance tests on the capturing of a backgrounded tab to make sure there are no differences in scheduling/priority/etc.
