pull to refresh is not working on Chrome Dev

In the latest Chrome Dev on Android, 62.0.3202.12.

Load a site, like nytimes.com.

Try to pull down to refresh the page.

NOT working.

Note: this works in Beta (M61) and Canary (M63).
