Enable per channel policy deployment

Now that all channels support SxS, it would make sense to investigate adding support for deploying policies per channel.

For example, on Windows, we can keep the current behavior where policies in Software\Policies\Google\Chrome apply to all channels, and add locations that are channel specific:
- Software\Policies\Google\ChromeStable
- Software\Policies\Google\ChromeBeta
- Software\Policies\Google\ChromeDev
- Software\Policies\Google\Canary
