DevTools: full-page screenshots dont' respect vh units

Chrome Version       : 60.0.3112.113

What steps will reproduce the problem?
1. Navigate to http://output.jsbin.com/yodonenifu
2. Open devtools, enable emulation
3. Take full page screenshot

Expected: screenshot with multiple colors (like page)
Actual: screenshot is all blue

Hi,

It was working in headless Chrome v58 using the function forceViewport with parameters {x: 0, y: 0, scale: 1}.

This method is no longer available in later versions thus screenshots are not correct.
