After being enabled, termina will be downloaded upon browser restart and kept up-to-date. You can check version of termina in chrome://components. After crbug.com/763415 is implemented, we move the component download from browser restart to a crosh command while maintaining this flag. BUG= chromium:763414 TEST=enable flag on a chromebook and component get downloaded.
