Steps to reproduce the problem:
1. Go to chrome://settings/content/cookies
2. Half the page is rendered wrong and nothing can be clicked

What is the expected behavior?
I'd expect to be able to access this page.

What went wrong?
After Chromium made Material Design the default, my settings was broken. Luckily, I was able to set "legacy/old" settings display before Chromium 61. Now, I can't even do that and I can't access cookies and Local Storage at all! See picture of how it looks like.
