I noticed this last night when walking rolls through: the recipe roller is creating non-trivial rolls (e.g., https://chrome-internal-review.googlesource.com/c/chrome/tools/build_limited/scripts/slave/+/450312 ), but only CCing iannucci@. When he's OoO, this basically stops recipe rolling.

We need to:
1) Update "go/recipe-roller" to highlight steps that are stuck on non-trivial rolls. Maybe warning color?
2) Have recipe roller actually assign, instead of CC, people who made the patch so they can walk it through.
