[Missing Tests] : Measure how large HTTP redirect chains are for successful loads

Issue description

Automated tests for the below commit have been missing.Would it be possible to add test coverage to avoid regressions in future?

We generally don't unittest UMA histograms.
Status: WontFix (was: Assigned)
Agreed. Unittesting UMA histograms seems to be testing code paths/implementation rather than API contract (aka the bad tests)
