[Non-regression]: Translate bubble doesn't appear for https://mail.ru/

Chrome Version: 62.0.3202.13 (Official Build)8aba0a34f8ab922b12535ce172e7ae6434d8e603-refs/branch-heads/3202@{#75} (32/64 bit).
OS: Windows (7,8,10),Linux (14.04 LTS).

What steps will reproduce the problem?
1. Launch chrome, navigate to https://mail.ru/ and observe.

Translate bubble doesn't appear.
Translate bubble should appear.

Note: Translate bubble icon seen in omnibox but Translate bubble pop-up doesn't appear after navigating to this site.

This is a non-regression issue, seen from M-45 series.

Note: Issue is not reproducible on Mac OS.
