Add details about repo roll CLs to commit page "Release" section

Issue description

When we are a 2nd party project like V8 or Skia we roll into Chromium. 
We currently surface that information in the Relations box. I think though this information fits very well in the Releases box too because the roll is essentially the release to Chromium. I propose:

If there is a roll relation add an entry to Releases in the following format:

Chromium: <commit position of roll>

I think we should use the same semantics as we do for all the entries in releases: Only mention the FIRST release and ignore rollbacks/reverts.

Tagging as a feature request and updating title a bit as prep for launch.  Sorry to take so long to get to this :X

Would you remove it from the relations area as well?  Or just add to releases and leave it again below?

To be honest, I'm not a huge fan for two reasons:
 - The data type (commit position) is different than everything else in the Releases box, which I think is a bit mentally confusing
 - I am not 100% sure if we're fetching commit position everywhere consistently, and I'm lazy and don't want to implement that right now ;)

That said you would know V8 workflows much better than me, so if you think this would really help then we can chat about it, let me know.
I think people can adequately work with the status-quo, so this would simply be an UI clean-up. Feel free to close.
