OS: Windows (7,8,10),Linux (14.04 LTS), Mac(10.11.6,10.12.3,10.12.5).

Pr-Condition:Log in to chrome with valid credentials.

Steps to reproduce:
1)Launch chrome, go to chrome://md-settings/syncSetup
2)Under Encryption options select radio button for "Encrypt synced data with your own".
3)Press tab key until focus reaches to "Confirm Passphrase", now press Shift+ Tab key 4 times and observe.

Actual Result: Focus is not seen on "Encrypt synced data with your own" on pressing Shift+Tab.
Expected Result:Focus should be seen on "Encrypt synced data with your own" on pressing Shift+Tab. 

This is regression issue broken in 'M-56' and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2901.0(Revision:427542 ).	
Bad build: 56.0.2902.0 (Revision:427892 ).

You are probably looking for a change made after 427832 (known good), but no later than 427833 (first known bad).
