[A11y Assessment - Take A Tour] Need keyboard shortcuts referenced |

Issue descriptionOS: Chrome Version: 62.0.3201.0 When you take a tour of the Chromebook after getting through OOBE, you first reach a popup that says "Use the launcher to ...." and it shows physically where the launcher is. We should add the keyboard shortcut in there. It should tell the user -- to get here by keyboard, press Alt Shift L. For keyboard only users or screen reader users, the current form of this is not helpful -- it's only inclusive for mouse users and needs to be much more inclusive for keyboard users. Same with the status tray popup in the tour: it should tell you to press ALt Shift S to get there by keyboard.
