Regression: History page crashes on refrshing.

Chrome version:63.0.3209.0 (Official Build) (64-bit) (cohort: 61_Win_79)
Revision e84445f6c1d2b4817d3510c94fcb82fd0e12df99-refs/heads/master@{#500452}

OS: Win(7,8,10), Linux(14.04)

Steps to reproduce: 
1. Launch chrome, go to chrome://history and refresh
2.observe

Actual result: History page crashes.
Expected Result:History page should not crash
