[A11y Assessment - OOBE] Button incorrectly marked as disabled

Version: 62.0.3201.0 

1) Turn on ChromeVox with ctrl alt z
2) Go through OOBE and reach the page to choose an avatar or take a picture
3) Press Search+Right until you get to the option to take a photo, and keep pressing Search+Right to navigate to the take photo button

If you choose to take a photo, and you use Search+Right to get to the take photo button, you hear "take photo button, disabled" even though it's not disabled and I can press Search+Space to take a photo. This should not be marked as disabled.
