Chrome does not resume download operation after changing SIM preference

Chrome Version: (copy from chrome://version) 60.0.3112.116
OS: (e.g. Win7, OSX 10.9.5, etc...) Android Nougat

What steps will reproduce the problem?
(1)Go to ms.tmotest.net/ftp
(2)Download any file, Download starts and can be seen in notification as downloading with "3 min left"
(3)Go to Sim card manager in settings ->change mobile data from SIM 2 to SIM 1

What is the expected result?
Download should resume after mobile data is changed from SIM 1 to SIM 2

What happens instead?
The Download status is shown as "Downloading...." and continues that way for a long period and download never actually resumes

The issue header seems to be truncated by mistake.The header is 
"Chrome does not resume download operation after changing SIM preference"

This issue was not happening in 58 version of chrome but has been noted since 59 version
