Issue descriptionChrome Version: 60.0.3112.113 58% | 61.0.3163.79 32% OS: Windows NT 84% Mac OS X 15% Linux x86_64 1.1% User Feedback 1. MAC can not use the touchpad and the mouse to slide up and down 2. scrolling with the mouse downwards is absent 3. On certain pages, the scrolling doesn't work. Firefox scrolls fine on the same pages (Facebook.com being one of them, Archiveofourown pages being another), and scroll also works on other apps. I disabled most of my extensions and also cleared my cache. I restarted my computer twice and restarted chrome from the task manager several times. It only refuses to scroll downward. Upward scrolling works. 4. I can not scroll down with the mouse wheel. You can scroll up. 5. The mouse wheel scroll down, the page can not roll down, can only roll up, chrome 61 before the version no such problem 6. A couple of webpages that scroll fine in other browsers and used to scroll fine in Chrome (via the scroll bar), are no longer scrollable in the latest Chrome release. The issue could fix itself if I reboot this computer but that is such a hassle when you are in the middle of several things and have many things open... 7. Tried the steps mentioned in comment#0 using mouse touchpad and mouse and no scrolling issues were observed. Tried the same on Windows and Linux, was able to scroll with out any issue. However using a touch scroll on windows machine, scrolling was very slow. Issue is tracked in 762386. Tried using chrome stable version 61.0.3163.79. Thanks.!

There may be some legitimate issues with mouse and touchpad scrolling. In Chrome 61 we enabled interopable scroll left/top in blink. There are some websites doing custom scrolling and if they were checking specifically for a quirk that webkit had it might be broken now. This went through the intent to ship process with much analysis of httparchive but we do suspect some reports of sites broken.

I looked at the feedback reports and it appears a few extensions might be causing issues.. Such as "Gestures for Google Chrome" if you enable mouse wheel option it breaks scrolling.

Feedback on "crxMouse Chrome™ Gestures" is that... Need to report that Chrome 61 seems to have messed up the mouse/trackpad scroll down with this extension enabled - seems to affect alot of sites like Youtube, Twitter, Google+ and Facebook, but news.google.com is not affected. Otherwise, I've been using this extension for the longest of time and had been very useful till this issue showed up. Update: As Nick Volvo mentioned, disabling smooth scrolling fixes the scroll down problem. Do we have contacts to fix these extensions?
