Username display is missed out on 'Howdy..' screen

Chrome OS Version: M62 (62.0.3202.9 dev build)
Chrome OS Platform: 9901.7.0 dev channel slippy-wolfe device

Steps To Reproduce:
1. Login a new Gaia user.
2. Observe the 'Howdy..' screen.

Expected Result:
Howdy screen should display as "Howdy,username".
Example: Howdy, John.

Actual behavior:
Instead, the screen is displayed as "Howdy."
Username displayed is missed out.

This issue is not seen on other devices like caroline, cave, sentry, daisy.

Status: WontFix (was: Untriaged)
Welcome app will be replaced later this year with a new version, let's not put anytime into the old one unless absolutely necessary.
