enable quic for Webview

Issue description

Quic is disabled for WebView. Since quic is not super stable yet, we are holding off enabling it. However once Webview has Finch, reconsider.

WebView has Finch now. I think rch@ might be working on this?

Is net team still interested in enabling this? Removing the blocking bug (issue 678288) because it tracks Finch features which aren't essential to launching this.

WebView configures this in the non-network-service path [1] as well as the network-service path [2].

AW: link to bugs for WebView net features

No change to logic, only links to bugs in comments.

WebView currently does not support either Certificate Transparency or
QUIC. This updates the comments to link to the crbugs tracking this
work.
