[A11y Assessment - Notifications] Need spoken alert for notification center dialog on lock screen |

Issue descriptionOS: Chrome Version: all 1) Enable ChromeVox with Ctrl Alt Z 2) Navigate to the login screen 3) Press tab until you reach the notification center When on the login screen and you navigate to the notification center and press enter to access it with ChromeVox on, you don't get a spoken alert telling you "unlock device to view your notifications". This visually appears, but you don't hear it with ChromeVox and you can't get to it with the screen reader. We need to add a spoken alert for this.

Clarification: The notification center icon is not shown on login screen (when no user is sign in). The described problem exists on the lock screen.

Do we want to read the message and pass the focus to alert message bubble? or read the message without passing focus? Currently the alert bubble is not focused.

Discussed offline: Focusing message center dialog is preferable solution. Reading message without focus is acceptable though. After consulting with jdufault@ and lpalmaro@ proceeding with preferred solution.

Make message center view focusable, so it gets focus when shown even if there are no buttons displayed. Set button bar title as the accessiblity name of message center view. Button bar title describes the content of message center in a relevant way: * 'Notifications' when message center is enabled. * Hint to unlock device to see notifications on the lock screen. Remove call to UpdateButtonBarStatus() from OnLockedStateChanged(), because Update() is already updating buttons.
