[Sync] GlobalIdMapper seeing non-zero conflicts

See histogram for Sync.GlobalIdConflict, we currently have 0.05%, or 1 in every 2000 track calls seem to hit a conflict. This means that the same global id is used for two different unique_id navigations. This seems dangerously high, we should investigate.

It'd be good to understand the situation where we see conflicts. Unclear if this is a problem or not.
