Scroll bar is missing when disable "Restrict sign-in to the following users"

Issue description

Chrome OS 9901.7.0, 62.0.3202.9


Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
0. Add 5 or more users
1. Sign in as owner 
2. Open Settings > Find 'People' section. Click on 'Manage other people' 
3. Enable "Restrict sign-in to the following users"
4. disable "Restrict sign-in to the following users"



Expected Result:
Should see scroll bar when disable "Restrict sign-in to the following users"
Please mark as wontfix if its WAI

Actual Result:
Scroll bar is missing when  disable "Restrict sign-in to the following users"

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

WAI, you can't interact with the list items when the toggle is disabled.
