We have this issue at work on all our Dell Latitude E5570 running Windows 10 64bit. They have the latest video driver from Dell. The issue don't happen on the google website or the new tab page. Only on other website. The issue can be temporary fixed by turning off the hardware acceleration in chrome. We have tested this on Chrome 60 et 61.

This seem to be an issue with Intel Graphic only. Intel know the bug and are working on it. See this post on the Intel forum : https://communities.intel.com/thread/117565 The bug also affect Office and Edge with hardware acceleration turned on.
