overflow-x hides vertical overflow

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36

Steps to reproduce the problem:
1. Apply overflow-x: hidden to element

What is the expected behavior?
Overflow is hidden along only the horizontal vector. Only the box on the right of the wrapper should disappear when overflow-x: hidden is applied.

What went wrong?
Overflow is hidden along both horizontal and vertical vectors, even when overflow-y is set to visible. Both boxes disappear.

Did this work before? N/A 

Does this work in other browsers? No
 Same behavior on all other tested browsers (latest Firefox, Safari, and IE).

Chrome version: 60.0.3112.113  Channel: n/a
OS Version: OS X 10.12.6
Flash Version: Shockwave Flash 26.0 r0

As it turns out, with a little digging and checking footnotes, this behavior is actually to-spec:

"Computed value: as specified, except with visible computing to auto if one of overflow-x or overflow-y is not visible"

This seems like a bad spec, but that's neither here nor there. Chromium is behaving as per the spec, so I guess this can be closed.

Thanks for following up.

Please bring it up with the CSS WG if you believe the spec should be changed and we'll ensure that all browsers remain compatible.
