Use slow reports triggers to take full memory-infra dumps for OOP HP

Right now we use a custom timer/logic that triggers a barebones OOP HP memory dump. OOP HP is hooked into tracing, so a memory-infra detailed dump will also grab the heap dump info [and will also have MDPs].

For that matter, dumps taken via chrome://memory-internals should *also* contain all the MDP info.

This is no longer necessary. Any dump that includes a memory-infra trace will include both MDPs and heap dumps.
