Steps To Reproduce:
1. Sign in as owner 
2. Open Settings > Find 'People' section. Click on 'Manage other users' 
3. Enable "Restrict sign-in to the following users:"
4. Add user a@gmail.com
4. Sign out 
6. Sign in as new user in the sign in pod 
7. Sign in as b@gmail.com from the user pod

Expected Result:
Should see "You are not authorized to use this device....." message should be displayed

Actual Result:
First screen as "You are not authorized to use this device....." then immediately changed to network screen.
after that again "You are not authorized to use this device....."
 

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)
Always.

What is the impact to the user, and is there a workaround? If so, what is
it?
