What steps will reproduce the problem?
(1) Visit https://en.m.wikipedia.org/wiki/Space_elevator
(2) Put your finger on the screen and scroll up without releasing the finger
(3) Notice that the text takes a while to catch up and you will see white or grey until it does (see screenshot).

This is a recent regression and may be related to input events because the problem is worse if you leave your finger on the screen. Can someone bisect this to see if the regression can be found?
