Chromevox: Changes to element referenced by aria-describedby not captured quickly enough

Issue description

Chrome Version       : 60.0.3112.112 (Official Build) (64-bit)

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari:
    Firefox:
         IE:

What steps will reproduce the problem?
1. Navigate to https://codepen.io/0ddfell0w/full/prmWqz and follow instructions there
2. Use the textarea to repeatedly update the element referenced in aria-describedby
3. Use Search+Arrow navigation to get back to the element, notice the description is out of date (for some reason, tabbing never fails in this way)

What is the expected result?
The description should be kept up to date when the element referenced in aria-describedby is changed

What happens instead of that?
When you reach the element with the aria-described property on it, it reads the previous description (text which may not even appear in the DOM anymore)

Hi Zach,

Thanks for this fantastic bug report with a video and code sample, it made it very easy to repro. When I went to repro it in 63, however, I couldn't reproduce the same behavior as indicated. I tried these steps:  

# Enable ChromeVox
# Navigate to the text area
# Type "Hello World"
# Linear navigate to the link and the button at the bottom of the page. 
# Listen to the link and button verbalization, it will include the text from the box
# Go back and edit the text in the box
# Very quickly linear navigate to the link and the button at the bottom of the page. 
# The updated text is heard after the link and button 

Please try again and let reopen this bug if you're still experiencing this issue. I'll be happy to look into it further.

Hi Laura,

The error is still happening. Is it clear what I mean by linear navigation? Linear navigation refers to using Search+Left and Search+Right.
