Add option to set default background image on sign on screen

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.113 Safari/537.36
Platform: 9592.85.0 (Official Build) stable-channel chell

Steps to reproduce the problem:
1. set up background (user settings)
2. log in, see custom background
3. log out, background switches to non-custom background.

What is the expected behavior?
I would like to be able to set a custom background that applies regardless of whether or not the user is logged in, locked screen, at initial sign on screen after boot, etc.  

What went wrong?
custom background only applies to the chromebook once the user logs in or locks the machine after logging in.  I would like to have the custom background be visible at all times on the chromebook.  

Did this work before? No

There is already the "Wallpaper" setting under "Device management > Chrome > Device Settings". Does it solve your issue?
I don't have a "Wallpaper" option in the Admin console under Device Management > Chrome > Device Settings.  There is an option named "Wallpaper" under Device Management > Chrome > User Settings, and this is the option that I am currently using.  But this only sets the backgound once a user logs in and/or locks the Chromebook.  On a fresh boot, or after selecting Sign Out, the background at the sign on screen is defaulted to one of the stock wallpapers.

The only option close is the the one called "Sign on screen" with the description of "Show user names and photos on the sign-in screen".  This kinda works, but undermines the multifactor authentication by not requiring user accounts to have to enter a two-step verification code at each log in.  And it still doesn't save the background image if you do a full reboot.    
Status: Fixed (was: Unconfirmed)
This is slated for M61. Please check in a few weeks again on the server as we time server features with client stable releases and ensure all clients are at M61 for this to take effect.
sweet.  That is awesome to hear that is it right around the corner.  It is really going to help give a clean and professional look.  Thanks for implementing this change.

@mmccrory, I see the Device Level Wallpaper option in the Admin Console.
