Issue descriptionChrome version: 63.0.3208.0 5bfe3ad1decdfd840726e31694347e6d973a3f09-refs/heads/master@{#500160}(32/64 Bit). OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.11.6,10.12.3) Test URL: https://www.google.co.in/search?dcr=0&source=hp&q=flowers&oq=flowers&gs_l=psy-ab.3..0j0i131k1j0l2.1778.3023.0.3344.7.7.0.0.0.0.169.939.0j6.6.0....0...1.1.64.psy-ab..1.6.938.r1lbTMO1sHM Steps to reproduce: 1.Launch chrome, navigate to above URL, open dev tools and perform Audit only for Accessibility. 2.Expand first option "Elements use attributes correctly" under "8 Passed Audits". 3.Expand the sixth option under "Elements use attributes correctly" and observe. Actual Result: Plain text is seen hyperlinked. Expected Result: Plain text should not be seen hyperlinked. This is Regression Issue broken in M-62 and and Using the per-revision bisect providing the bisect results, Good Build: 62.0.3165.0(Revision:488877) Bad Build: 62.0.3166.0(Revision:489161) You are probably looking for a change made after 489098 (known good), but no later than 489099 (first known bad). Thanks. Fixed here: https://github.com/GoogleChrome/lighthouse/pull/3312#pullrequestreview-62289327 Need to roll. This is a small bug but not RBS. Removing that label, but we'll land the fix.
