On Samsung Chromebox 3 Series, unit powers up with "applying a critical update" screen.

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9592.71.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/60.0.3112.80 Safari/537.36
Platform: 9592.71.0 (Official Build) stable-channel stumpy

Steps to reproduce the problem:
1. Power up unit
2. Screen shows above message
3. Reboot and system works OK

What is the expected behavior?

What went wrong?
Get "applying a critical update" screen at power up. Solution is to reboot and message goes away, however, next time power up receive the "critical message" again. Also, system does not update past version 60.0.3112.80

Did this work before? Yes prior to 60.0.3112.80
