Able to send blank feedback form.

Chrome Version: 63.0.3208.0 (Official Build) 5bfe3ad1decdfd840726e31694347e6d973a3f09-refs/heads/master@{#500160}(64 Bit).

OS: Mac(10.11.6, 10.12.3, 10.12.5), Win(7,8,10), Linux(14.04 LTS).

Steps to Reproduce:
1.Launch chrome, open two NTP and kill the NTP from task manager.
2.On second NTP, click on Send Feedback button.
3.On Send Feedback overlay, Select text "Tab killed feedback." with mouse and delete the text.
4.Click on Send button and observe.

Actual Result: Able to send blank feedback form.
Expected Result: Should not be able to send blank feedback form.

This is Non-Regression issue seen from M-61.

As this being a Non-Regression issue, changing the status to Untriaged so that the issue would get addressed.
