Regression : Unable to open list after clicking below drop down arrow icon in devtools.

Issue description

Version: 63.0.3208.0 5bfe3ad1decdfd840726e31694347e6d973a3f09-refs/heads/master@{#500160}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS,Mac OS X(10.11.6,10.12.3)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Console' section and try to click on 'Default levels' below down arrow icon or in between arrow icon and label,observe
 
Actual: Unable to open list after clicking below drop down arrow icon
Expected: Should be able to open list after clicking below drop down arrow icon

This is regression issue, broken in ‘M 61’ and will soon update other info :
Good build:61.0.3122.0
Bad build: 61.0.3123.0

Using the per-revision bisect providing the bisect results,
Good build: 61.0.3122.0 (Revision: 477125).
Bad build: 61.0.3123.0 (Revision: 477506).

You are probably looking for a change made after 477443 (known good), but no lat
er than 477444 (first known bad).

The script might not always return single CL as suspect as some perf builds might get missing due to failure.

Thanks for the report.  This has been fixed as a side effect of:
https://chromium.googlesource.com/chromium/src/+/e3c841365bbe180bdd622e1b8b9775508d4bbe6e

Clicking in the space between the triangle and the text should work, now that the dropdown is using UI.ToolbarButton.
