Regression: Toggle button is not working for Bluetooth section in Ubertray

Chrome Version:63.0.3207.0/9918.0.0 dev-channel Candy,Reks,Daisy
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build ->Go to Ubertray ->click on Bluetooth enabled ->toggle the Bluetooth and Observe(please refer video)

Expected:Bluetooth should get disabled when toggle button is off
Actual:Instead,Toggle button is not working ,Bluetooth is seen enabled even if the toggle button is offed

This is a Regression issue as same is working fine in 62.0.3193.0/9869.0.0 dev channel daisy

Note:Issue is not seen in Linux,Windows OS

Any updates? M63 goes stable in < 2 weeks and this is marked as a blocker.
