Clicking on settings after finishing a device setup brings to help center instead of settings

Issue description

Chrome Version: 62.3201.0

Steps to reproduce:
1. Set up smart lock
2. Click on settings on the last screen 

What is the expected result?
Settings for Smart Lock open (or maximied again)

What happens instead?
Opens a help center article
