Chrome Home Page via GPO does not work in forced Incognito mode

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.87 Safari/537.36 Steps to reproduce the problem: 1. Install old version 51.0.2704.106 2. GPO to set home page in forced Incognito mode works 3. Update to 60.0.3112.101 4. GPO to set home page in forced Incognito mode no longer works What is the expected behavior? What went wrong? Not sure but older versions of Chrome work. Newer versions do not./ Did this work before? Yes 51.0.2704.106 Chrome version: 56.0.2924.87 Channel: n/a OS Version: 10.0 Flash Version: Shockwave Flash 26.0 r0 We have large numbers of Kiosk type Chrome setups for public use that need to be locked down, Incognito forced, and home pages set. It used to work but no longer does and we need this functionality back. Thank you.

Tested this issue on Skytap Environment with chrome #51.0.2704.106 with Win2k12 as Server and Windows 10 as Client. Steps Followed: 1. Enabled the policy "Forced Incognito mode" 2. Enabled the home page as "www.wikipedia.org" 3. Enabled the startup pages 4. Apply the policies on the client machine. Observations: 1. When M51 chrome launched, it launched chrome in InCognito mode with startup pages and When clicked on the home page button it navigated to "www.wikipedia.org" 2. Unable to update chrome in incognito mode with chrome://help 3. When i tried to over install the chrome to #60.0.3112.101 from gpedit.msc, observed first it is uninstalling the old chrome from the machine and again it is installing the new chrome version. 4. When i launched the M60 chrome, it has launched with new tab page instead of startup pages Attaching the screen-cast for behavior of M51 & M61 for reference. In M51, Incognito chrome has launched chrome with startup pages whereas in M61 it has launched with Newtab Page. khk002@ Could you confirm this is the issue your are facing ? or let us know any steps i have missed while reproducing the issue. Yes that is the observed behavior. I also observed behavior on a clean GPO install of Chrome 61, without installing over the top of Chrome 51.
