When you get to the OOBE Terms and Conditions screen with ChromeVox on, you need to know to press Search + Right to read the Terms and Conditions. Until this point in OOBE, you can get through by simply pressing tab, arrows and enter. But this screen introduces a challenge for new ChromeVox users which might mean that they get stuck.

We should append a spoken label on this screen to tell the user to press Search + Right to navigate through the text, and/or press Search + R to read all.
