Add new API to tell a bot to 'host_reboot' similar to 'terminate'

Similar to /bot/<id>/terminate, /bot/<id>/host_reboot will send the 'host_reboot' command to the bot, which will handle accordingly (it's already implemented on the bot).

The missing points are:
- API surface
- TaskRequest support for 'host_reboot' task.
